Funding for Defense Manufacturing

One specific program that we often leverage is the Defense Production Act (DPA) Title III program serves a critical role in strengthening the U.S. defense industrial base by stimulating private investment in domestic production capabilities of materials and technologies essential for the national defense. DPA Title III is unique in that it is the sole DOD program focused on creating, maintaining, protecting, expanding, and/or restoring domestic production capacity. Within the DOD, the program is managed out of the Office of the Secretary of Defense’s Manufacturing and Industrial Base Policy office.

The program’s authorities include government investments for purchase and installation of production equipment, engineering and facilities renovation expenses, and other relevant expenses necessary to create or expand production capacity. For a project to be eligible for DPA Title III funding, the industrial resource, material, or critical technology item must be essential to the national defense; have a Federal sponsor/champion; and without the use of DPA Title III authorities U.S. industry cannot reasonably be expected to provide the capability in a timely manner. The average funding for recent projects ranges from $10 M to $20 M.
