Cynthia Kelley

Ms. Kelley has 30 years of U.S. federal government service, including more than 20 years with the Food and Drug Administration. She served as the Senior Advisor for Counterterrorism/Medical Countermeasures in the Office of the Director, Center for Biologics Evaluation and Research (CBER) at the FDA, where she was responsible for policy formulation and planning, coordinating and implementing activities related to the development and availability of medical countermeasures for CBER’s counterterrorism program. Ms. Kelley worked at the U.S. Army Medical Research Institute of Infectious Diseases on basic research in the development of vaccines against several viral infectious diseases, specifically Ebola and Tick-Borne Encephalitis. Ms. Kelley holds a Bachelor’s degree in Microbiology from the University of Iowa and a Master of Science degree in Molecular Biology from Hood College.
