Mr. Horton brings a unique blend of technical, federal acquisition and policy making expertise to SMI after spending over 25 years in federal technology development. Mr. Horton held multiple positions in the Navy office of Mine and Undersea Warfare, from developmental test engineer to the Director for Science and Technology programs. He was responsible for requirements definition, resource programming and technology transition from related acquisition programs. Mr. Horton spent six years as the senior aide to Senator Olympia Snowe for national security and veterans' affairs where he worked with constituent firms to identify federal funding opportunities to transition innovative solutions to national security challenges. Mr. Horton earned a Bachelor’s degree in Ocean Engineering from Florida Atlantic University and an M.A. in National Security and Strategic Studies from the Naval War College.
