Mr. Malloy is an expert in legislation and a former senior policy and political staffer from Capitol Hill. Prior to joining SMI, Mr. Malloy served as the Deputy Chief of Staff to U.S. Congressman Henry Cuellar (TX-28). He is perhaps best known on the Hill for leading the staff effort on a bipartisan dual delegation effort to secure $89.3 billion in disaster relief funding following the tragedy of Hurricane Harvey. Mr. Malloy also oversaw and led the appropriations effort for Congressman Cuellar who sits on both the Defense and Homeland Security Appropriations Subcommittees. Mr. Malloy also worked for Congressman Gene Green (TX-29) and the House Natural Resources Committees in legislative research roles. He also served as a Special Assistant to the President of the Legal Services Corporation from 2013 to 2015. Mr. Malloy earned a BS in Mathematical Sciences from Worcester Polytechnic Institute (WPI), a JD from Suffolk University Law School, and a LLM in Law & Government from American University’s Washington College of Law.
