Mr. Sam Horton has over 25 years in federal technology development and brings a unique blend of technical, federal acquisition, and policy making expertise.

Previously, Mr. Horton spent six years as the Senior Aide to Senator Olympia Snowe (ME) where he worked on issues related to national security and veterans' affairs. He also worked with constituent firms to identify federal funding opportunities to transition innovative solutions to national security challenges. Prior to that, Mr. Horton held multiple positions in the U.S. Navy Office of Mine and Undersea Warfare, from Developmental Test Engineer to the Director for Science and Technology programs. He was responsible for requirements definition, resource programming, and technology transition from related acquisition programs.

Mr. Horton holds a B.S. in Ocean Engineering from Florida Atlantic University and an M.A. in National Security and Strategic Studies from the Naval War College.
